John Adams leads incumbent Matt Bryant in the nonpartisan Tarrant County Appraisal District (TAD) Board Place 3 race. Adams had 225,299 votes, or 58.9%, to Bryant's 157,443 votes, or 41.1%, with 382,742 votes counted and zero of 864 reporting units reporting, according to unofficial results from Tarrant County Elections updated at 7:06 p.m. Nov. 3.
What was at stake
The TAD board oversees property appraisals that 73 taxing units across Tarrant County use to calculate annual tax bills, according to the Fort Worth Report. The board adopts an annual budget, hires a chief appraiser and ensures the district follows state law.
The key issues:
- Reappraisal schedule: Adams supports returning to annual residential reappraisals. Bryant voted to keep the biennial plan the board adopted in 2024, according to the Fort Worth Report. The board voted 5-4 in September to retain biennial reappraisals.
- Overtaxed homeowners: An estimated 190,000 Tarrant County homeowners would have received lower appraisals under annual reappraisals because their home values declined, according to TAD data verified by the board. Under the biennial plan, those homes stayed frozen at their previous appraised value.
- Budget effects on local governments: The biennial schedule has made it harder for cities and school districts to project property tax revenue, the Fort Worth Report reported.
A little history
Bryant, the incumbent, was first elected in May 2024 during the first public election for TAD board members. He campaigned on capping residential appraisal increases at 5% and limiting appraisals to once every two years. Adams, a 43-year-old Fort Worth native with more than 20 years in mortgage banking, had not held elected office before, according to a Fort Worth Report candidate profile. He said he has lived in Tarrant County for 40 years. The board positions are unpaid and nonpartisan.
What's next
The results remain unofficial until the canvass is complete. Under state law, the local canvass must occur no earlier than Nov. 6 and no later than Nov. 17. Mail, provisional, overseas and military ballots that arrive by their respective deadlines still must be counted before the canvass. The winner takes office Jan. 1, 2027.
