Sayeda Bilqees Syed is running for Tarrant Appraisal District Board Place 1 in the Nov. 3, 2026, nonpartisan election. Tarrant County’s official candidate list also lists Byron Haynes, Phyllis Grissom and Rebecca Hardy for Place 1.

Experience and education

In her biography published by the appraisal district, Syed reports serving on the Tarrant County Appraisal Review Board from January 2019 through March 2021. She also lists experience as a City of Dallas flood-control engineer and engineering work at Hino Motors in Pakistan.

She reports mechanical engineering degrees from N.E.D. University of Engineering and Technology: a bachelor’s degree earned in 2002 and a master’s degree with a manufacturing specialization earned in 2005.

Her listed Colleyville service includes the Planning and Zoning Commission, Capital Improvement Advisory Committee, Metroport Teen Court Advisory Board and past service on the Architectural Review Commission and Zoning Board of Adjustment. Those roles are biographical experience; the dated biography does not establish that each appointment is current.

Campaign priorities

On her campaign website, Syed advocates uniform annual appraisals, including all properties on the tax roll, an independent appraisal review board and an audit of the tax roll every three years. She emphasizes transparency, taxpayer protection and compliance with the Texas Property Tax Code.
