State Rep. David Lowe faces Democratic challenger Yisak Worku on Nov. 3 for Texas House District 91, the seat that includes Southlake, Westlake, Colleyville and Grapevine.

Lowe, a Republican first elected in 2024, is a retired Army combat veteran and former law enforcement officer.

Worku, an Ethiopian immigrant and recent University of Texas at Dallas computer science graduate, is running his first campaign. The Fort Worth Report first profiled the race on Sept. 20.

HD-91 covers a swath of northeast Tarrant County. The district has leaned heavily Republican. In the last contested general election in November 2020, then-incumbent Stephanie Klick won 63.9% of the vote, according to Ballotpedia.

Lowe's record and priorities

Lowe defeated Klick in the May 2024 Republican primary runoff, 56.6% to 43.4%, then ran unopposed that November. He survived a March 3 primary challenge from Kyle Morris, taking 63.9% of the vote.

His stated priorities include government spending transparency and eliminating property taxes.

"People really appreciate the fact that I stood up against the Austin swamp and fought against wasteful spending and corporate welfare," Lowe told the Fort Worth Report.

During his first term, Lowe introduced a bill that would have fined museums for displaying material deemed obscene under Texas Penal Code, following a controversy at the Modern Art Museum of Fort Worth. His endorsements include President Donald Trump, Gov. Greg Abbott, Attorney General Ken Paxton and Tarrant County Judge Tim O'Hare.

Worku's pitch

Worku ran unopposed in the March 3 Democratic primary, drawing 11,064 votes. He listed affordability, healthcare and technology regulation as his top priorities.

Worku pointed to the war in Iran and rising costs as examples of what he called Republican failures, telling the Fort Worth Report the situation created a political opening for Democrats. He said he sees potential supply-chain disruptions ahead and wants state leaders prepared to respond.

He also expressed interest in regulating the tech sector, saying voters have "a hunger for real tech reform in this state."

Campaign money

Campaign finance reports covering the first half of 2026 show Lowe raised $20,566 and spent $36,564, leaving $60,070 in cash on hand. Worku raised $5,806 and spent $1,121, with $4,724 on hand.

How to vote

The voter registration deadline is Monday, Oct. 5. Early voting runs Oct. 19 through Oct. 30.

Local early voting sites include Southlake Town Hall at 1400 Main Street, Colleyville Recreation Center Annex A at 5008 Roberts Road, Grapevine Public Library at 1201 Municipal Way and the Town of Westlake Fire-EMS Department at 2000 W. Dove Road, according to a Tarrant County election order.

Election Day is Tuesday, Nov. 3.
