Southlake's Planning and Zoning Commission will hold public hearings on three development cases Oct. 22. The docket includes a new housing proposal on W. Continental Boulevard and the next step for the Bear Hollow neighborhood on Davis Boulevard.

The regular session begins at 6:30 p.m. at Town Hall, 1400 Main St., according to the city's posted agenda. A work session starts at 6 p.m.

Liberty Place: new concept plan on Continental

The least detailed case on the docket is Liberty Place, a zoning change and concept plan for property at 2100 and 2300 W. Continental Blvd. Applicant Osama Nashed of ANA Consultants, LLC filed the request on behalf of property owner Kevin Williams.

The proposal would rezone the parcels from their current mix of SF-30 Single Family Residential and TZD Transition Zoning to SF-20A Single Family Residential. The property sits in SPIN Neighborhood #10.

The site has a recent history of shifting plans. A prior preliminary plat for 2300 W. Continental Blvd., filed by a different ANA Consultants representative, was withdrawn from the Aug. 6 P&Z agenda at the applicant's request.

The agenda does not include a lot count or site layout for the Liberty Place proposal.

Bear Hollow: preliminary plat moves forward

The Bear Hollow preliminary plat is the next procedural step for a 33-home gated community on Davis Boulevard. Southlake City Council approved the project's zoning change and development plan by a 4-3 vote on Aug. 18, as first reported by Community Impact Newspaper. Council members Frances Scharli, Chuck Taggart and Eric Wang voted against the plan.

Developer Jody Boyd of BridgeRock Developments, LLC filed the plat for property at 300, 500, 504, 600 and 684 Davis Blvd. The development covers 20.97 acres and calls for private streets, two gated entrances, more than 7 acres of open space and a 6-foot masonry wall along most of the Davis Boulevard frontage.

The project shrank from an original 36 lots to 34 at first reading on Aug. 4 and then to 33 at the Aug. 18 second reading. Boyd reduced the count by one lot to accommodate the gated entrances, according to Community Impact.

"I'm not a fan of anyone being able to build in the floodplain at all … I think it affects the drainage," Taggart said during the Aug. 18 council vote.

Pecan Creek plat revision

The third case is a plat revision for 731 Zena Rucker Road in the Pecan Creek subdivision. Applicant TND Geomatics filed the request on behalf of property owner 731 Zena OP LLC. The property is zoned S-P-2 Generalized Site Plan and sits in SPIN Neighborhood #9.

How to weigh in

Residents can speak during the public hearings at the Oct. 22 meeting. The next SPIN Town Hall Forum is scheduled for Oct. 27 at 6 p.m. at the same location, though the agenda has not been posted.
