Colleyville plans to spend $35.18 million on facilities and drainage improvements in fiscal year 2026-27 without issuing any new debt, according to a draft capital improvement program presented to the City Council on July 21.
Public Works and Parks and Recreation Director Lisa Escobedo walked council members through the five-year plan during a work session, noting that projects span multiple departments and funding years.
"Projects outlined in the draft plan are all cash-funded, meaning that there is not a need to issue debt to fund them," Escobedo said at the July 21 session.
For property owners and businesses, that signals the city can move forward on infrastructure without triggering debt-service obligations that could eventually pressure tax rates.
The largest single line item is $8.15 million for construction of a voting center and recreation center.
A June 2026 Parks and Recreation Advisory Board briefing pegged the construction total for the voting center, splash pad, and playground complex at roughly $7.68 million; the higher CIP figure may reflect updated estimates or contingency costs.
Other major projects in the draft plan include:
- $5 million for a low water crossing on Bedford Road
- $2.5 million for the design of construction along Cheek-Sparger Road between Heritage Avenue and Bedford Road
- $1.5 million to add electricity to medians along SH 26
The SH 26 median lighting project would affect one of Colleyville's busiest commercial corridors.
The draft is not final. The project list will be locked in as part of Colleyville's annual budget adoption process, which must conclude before the fiscal year begins in October.
